Policy Brief No. 13 published on Population Europe: addressing youth issues

Despite measures taken over the last years, Europe still faces a challenge in supporting young people. According to the last Eurostat survey, there are almost 17 million young people aged 20-34 across the 28 EU countries who are neither in employment nor in education and training (NEET).

On December 11-13th CaSYPoT project partners met in the City of Słupsk. The conference saw the participation of delegates representing local and regional bodies, NGOs, universities, cultural associations from Poland, Sweden, Russia, Italy and Lithuania. Welcomed by Mr Robert Biedroń, Mayor of City of Słupsk, and Mr Per Ole Petersen, ERB Vice-President and Member of the Council of Regional Municipality of Bornholm (Denmark), participants gathered for the presentation of the cross-border comparative report and analyse its results as well as to evaluate further steps to take in order to address issues related to youth in the Baltic Sea Region.

On November 20th, IVY volunteer Domenico Misurelli took part in the opening session of the Baltic Sea Youth Dialogue 2017 in Helsinki. Organized jointly by the Aleksanteri Institute (Finland), the Council of the Baltic Sea States and NORDEN Association (Russia), the event is designed as a one-week long series of lectures and workshops, taking place in Helsinki and St. Petersburg.

Launched in 2014, for the first two years it was designed as a joint programme of the CBSS and Körber Foundation Germany which gathered young Europeans from their respective networks, who are interested in the history of the Baltic Sea Region. Organising programmes in border areas of the region, the young participants get to know each other’s cultures, in order to reflect, discuss and explore their shared identity. This year, the Baltic Sea Youth Dialogue is focused on two main topics: Finland’s 100 years of independence and the cultural-historical relations and roots in the Baltic Sea Region

As the result of the 4th call for proposals, on 8th and 9th November 2017 in Güstrow (Germany), 11 projects have been selected for funding by the delegates of the Monitoring Committee (MC) – Interreg South Baltic Programme 2014-2020. Among them, the ERB led UMBRELLA – Boosting cross-border cooperation capacities of local actors in South Baltic Sea for the Specific Objective 5. Improve the cooperative capacity of local South Baltic area actors through participation in cross-border networks.

On November 9-10, 2017 Agata Ludwiczak – Deputy Head of ERB International Permanent Secretariat – and Domenico Misurelli – IVY volunteer at ERB International Permanent Secretariat – accompanied by Marta Szuter visited 3 schools in the Bartoszyce (Zespół Szkół nr 1 im. Romualda Traugutta; Szkoła Podstawowa nr 8 z Ukraińskim Językiem Nauczania;Zespół Szkół Ponadgimnazjalnych nr 2 im. Elizy Orzeszkowej) with the aim of presenting the results of the surveys carried out over the last year in the frame of CaSYPoT project.

On November 29, 2017, the Ministry for Labour, Social and Family Affairs and Integration of the Free and Hanseatic City of Hamburg and the Hanse-Office will organize a workshop entitled “Empowering Youth for Europe – The Future Shape of EU Youth Policies and Funding”. Taking place in Brussels at the Hanse-Office (Avenue Palmerston 20, 1000), the event aims at identifying what improvements are needed and which further EU strategies and funding could be useful to prepare young people for their future.
Indeed, considering the proposed actions of the European Union Commission to increase the budget of Erasmus + until 2020 of 200 million euros, the setting up of a European Solidarity Corps and a revision of the European Youth strategy for the period beyond 2018,
participants will discuss with representatives of the EU institutions, the Member States, regions and municipalities as well as young people and stakeholders whether the current rules and proposed actions are sufficient to create the desired push.
