Negotiations for new Poland-Russia CBC Programme finalised

On 28th June 2016 Polish and Russian negotiators approved the Programme Document of the new Poland-Russia CBC Programme. The final draft was sent to the European Commission for the approval.

The successful negotiation process was carried out by the representatives of the Polish Ministry of Economic Development and the Russian Ministry of Economic Development as well as the representatives of the regions which will benefit from the Programme, i.e. three Polish voivodeships: Pomorskie, Warminsko-Mazurskie and Podlaskie, and the Kaliningrad region.

The Polish Ministry of Economic Development will be responsible for the Programme management, and the Russian Ministry of Economic Development will play the role of the National Authority.

The Joint Technical Secretariat is to be moved from Warsaw to Olsztyn (Warminsko-Mazurskie voivodeship), which will simplify assistance to applicants and beneficiaries during the preparation, submission and implementation of projects, as well as will ensure a direct access to information.

The Programme budget for joint Polish-Russian projects is planned to amount to 61,9 mln EUR (41,3 mln EUR from the funds of the European Union and 20,6 mln EUR from the Russian Federation). Grants will be allocated to projects aimed at promotion of local culture and historical heritage, sustainable use of the environment, improvement of communication and safety in the border area of Poland and Russia.
