Euroregion Baltic at the IX Kaliningrad partner – regions Forum

The IX Kaliningrad partner – regions Forum took place in Kaliningrad on 18-19 June 2019. Among participant there were Vice-Governor of the Kaliningrad region Mr. A.Rolbinov, Chair of the Kaliningrad region Duma Ms. M. Orgeeva, Ambassador-at-large of the MFA of Russia Mr. M. Vanin, Deputy EU Ambassador to Russia Ms. A.Simkic, director of the Department of Development and Foreign Economic Affairs of the Ministry for Economic Development of Russia Ms. L. Schur-Trukhanovich and other officials.

More than 300 participants from Poland, Lithuania, Belorussia, Germany, Norway, Latvia and the regions of Russia (Kaliningrad, Murmansk, Moscow, Saint-Petersburg,  Archangelsk, Novgorod, Pskov, the Leningrad region and the Komi Republic) took part in the plenary session and thematic sections, discussed practical aspects of regional cooperation in various spheres.

Mr A. Rolbinov in his speech on behalf of the Governor of the Kaliningrad region said: “The Forum is organized on an annual basis which proves the interest of all participating parties in building partnership relations. One of the good examples of such long-term interaction is the implementation of the Cross-border cooperation Programmes “Poland – Russia” and “Lithuania – Russia”. At the moment the contraction of projects is going on, and the interesting fact is that most of them are aimed at tourism development and cultural heritage preservation.

The Vice-Governor also reminded participants about the forthcoming launch of the free E-visas mechanism for foreign citizens planning to visit the Kaliningrad region: “There will be an opportunity to apply for a visa at the special website and to get entry notice in just  4 days. The E-visa is free and the term of stay is 8 days”.

The Ambassador-at-large of the Russian Ministry for Foreign Affairs Mr M. Vanin also welcomed the participants: “During some previous years the Forum became an important regional event. It gives impulse to further development of international cooperation between the Kaliningrad region and European countries. Achieving success in establishing regional and municipal links we develop trust between the neighbouring countries. We want the Baltic Sea region to be sustainable and prosperous. The Forum contributes to working out coordinates for practical actions. Ministry of Foreign Affairs is now participation in preparations for launching processes of agreeing on programs for the next financial period 2021-2027”.

A number of pan-baltic organizations were presented including the Euroregion Baltic and BSSSC – Kaliningrad Region is an active partner in both of them. Also, there was a presentation of the outcomes from the recent Baltic Sea Youth Camp organized in Gdańsk, Poland jointly by the: BSSSC, Euroregion Baltic, Union of Baltic Cities and co-financed by the CBSS.

Several agreements were signed during the Forum. Among them two grant contracts for the implementation of the large-scale strategic projects within the Cross-border cooperation Programme “Poland – Russia”: construction of the bikeway from Zelenogradsk to Svetlogorsk and construction of the wharf in the Svetliy municipality.

Our Partner Region invites all the ERB Members and Stakeholders to participate in the event organized by the Agency for Foreign Affairs and Regional Cooperation of the Kaliningrad Region – IX Partner Regions Forum in Kaliningrad, which will happen on 18-19th June.

The first Kaliningrad Partner Regions Forum was organized in the Kaliningrad Region in 2008. Thereafter this event became the annual one. The Forum is the international meeting providing the opportunity for the regional actors with a large number of participants to discuss international and international collaboration, gained experience and results of cooperation, consider new plans and propose new activities. The Forum is organized by the Government of the Kaliningrad Region.

Traditionally the Forum hosts the representatives of Russian region, partner regions of the Kaliningrad Region, including the ones from Poland, Lithuania, Sweden, Germany, Belorussia, also the Government of the Kaliningrad Region invites the representatives of the Federal Ministries of the Russian Federation, the Republic of Poland and the Republic of Lithuania. Annually the Forum gathers about 300 participants.

The actual topics of common development are discussed at the Forum round tables, over the years the different issues of entrepreneurship, tourism, ecology etc. have been discussed. It has been already become a good tradition to discuss international programs and projects within the Forum. Typically this round table enjoys popularity among the Forum participants.

The additional formal events often are organized on the sidelines of the Forum, e.g. signing of documents on international and interregional cooperation. Also the meetings of the Joint Monitoring Committee of the Program Lithuania-Poland-Russia 2007-2013, the meetings of the Joint Programming Committee of the Program Poland-Russia 2014-2020 took place on the sidelines of the Forum.

IX Kaliningrad Partner Regions Forum will be organized in Kaliningrad on June 18-19, 2019 in the conference halls of the Hotel Radisson (Pobedy sq., 10). The opening session will start at 10.00 a.m. on June 18. How are young people’s lives in 6 different municipalities of the Baltic Sea Region like? What are the similarities and differences and how can the data collected through the CaSYPoT project be used to inform further activities and youth strategies?

Young people from Klaipeda in Lithuania, Słupsk and Bartoszyce in Poland, Svetlogorsk and Gusev in Russia and Emmaboda in Sweden participated in the CaSYPoT survey, one of the most important surveys ever done on the youth situation in the Baltic Sea Region! A short summary of the results will be presented during CaSYPoT project’s final conference in Kalmar from 13-14.05.2019!!

The organizers of the 10th EUSBSR Annual Forum- that will take place in Gdansk on 12-13 June 2019- invite strategic stakeholders to propose relevant seminars for the event.
Seminars are the core of the Forum, devolved to the exchange of angles, ideas and initiatives, and they are expected to relate to at least one of the three main themes of this year:

1. “Going circular- a pathway to well-being in the Baltic Sea Region”
2. “Business-driven approach to circular economy in the Baltic Sea Region”
3. “Demography and circularity in the Baltic Sea Region: interdependent or disconnected?”

Circular and sharing economy as an answer to demographic changes and environmental challenges in the Baltic Sea Region

 

This is the main topic of the 10th Annual Forum of the EU Strategy for the Baltic Sea Region that will take place in Gdańsk on June 12-13, 2019.

The Forum will create the opportunity to participate in 18 thematic panels/workshops and Networking Village within three main thematic sessions:

  •  ‘Going circular – a pathway to well-being in the Baltic Sea Region’
  • ‘Business-driven approach to circular economy in the Baltic Sea Region’
  • ‘Demography and circularity in the Baltic Sea Region: interdependent or disconnected?’

The Forum will be hosted by the Pomorskie Region, together with the Baltic Sea States Subregional Co-operation (BSSSC) under the Norwegian chairmanship, in close cooperation with the European Commission, Ministry of Foreign Affairs of Poland and other partners.

About 800 participants from governments, international organisations, NGOs, universities, local and regional administrations and businesses will gather to debate on trends and opportunities in the Baltic Sea Region.
